TSCA

Definition

The US Toxic Substances Control Act, under which the EPA keeps an inventory of chemicals allowed in US commerce.

The Toxic Substances Control Act gives the US Environmental Protection Agency authority over industrial chemicals. A chemical substance must be on the TSCA Inventory, or covered by an exemption, before it can be made in or imported into the United States. New substances need a premanufacture notice.

Importers must certify to US Customs that their shipment complies with TSCA (positive certification) or is not subject to it (negative certification, for example for drugs or pesticides covered by other laws).
