REACH only representative (OR)
Definition
An EU based person appointed by a non EU manufacturer to register substances under REACH on its behalf.
Under Article 8 of REACH, a manufacturer outside the EU can appoint an only representative established in the EU to fulfil the importer's registration obligations. The EU importers covered by the OR are then treated as downstream users and do not need their own registration for that supply.
The OR must keep up to date records of the quantities imported and the customers supplied. For the exporter, an OR keeps control of the registration and lets it sell to many EU customers under one registration.
